It's towards the end of the game.
Progress through the capital into the Mountaintops of the Giants area. There you will find a boss called the Fire Giant, kill him, walk to the giant pot, rest at the grace and choose the "Talk To Melina" option

You can aquire this by killing a golden soldier in front of Artists Shack. The soldier carries a shield, sword, and a cape. Cant miss him. On the dirt road

To get there, progress through the capital into the Mountaintops of the Giants area. There you will find a boss called the Fire Giant, kill him, walk to the giant pot, rest at the grace and choose the "Talk To Melina" option.

Apparently, this book is in Crumbling Farum Azula. Haven't confirmed yet.

Think I found where it is, there is a boss in the big castle (with the tree past the first lift) and if you look around you can find a Draconic Tree Sentinel which uses lightning with the same color as the spell color (a light red or so) probably a drop from that boss.

I would venture to guess that to get the book you have to kill the Ancient dragon Lansseax, cause he's got lightning abilities, Haven't killed him myself so i'm not 100% on it thought

Found this in the Cathedral of Dragon Communion in Callie; southeast of the Caelid Highway South grace site. Careful, since there’s a GS wielding enemy at the entrance
