This Ash of War grants no affinity to an armament, but imparts the following skill:

Tool for killing turret gunners and enemy archers who usually stay planted and don't patrol around, and can't easily be lined up for a Mighty Shot.

ONE thing this is good at: Cheesing the (non-mounted) Albinauric archers near Ordina when farming the Blue Silver Set (and the Albinauric Bow). I mean, they can't dodge it. And it usually headshots them.

Extremely useful for dealing with ranged enemies, don't listen to the nay-sayers. Does good damage, guarantees a headshot on most enemies, and can be used from behind cover, whereas Mighty Shot requires line of site and doesn't target heads with lock-on. They're different tools with different uses

Unlike Mighty Shot, since it has a delay before the hit use it to your advantage to two shot the target, so it gives you time to stagger the target with 2 or 3 arrows, which is damn good.

The "Ready" animation is the same as Rain of Arrows, weird that we cannot put this on Greatbows. Can you imagine some ****ing soldier who didn't know better suddenly getting penetrated by a gigantic ****ing Radahn Spear through the head?

It's good for hitting those annoying grunts operating the stationary triple-fire ballistas

using this skill with manual aim is not working properly, the arrows aren't flying in the direction you are looking to.
the dame goes for 'Rain of Arrows‘.

This attack does good bonus damage and can hit enemies even at a long range (up to max targeting distance), even on a shortbow.
It's a nice ability to put on a shortbow to let you attack entrenched enemies.
You can only hit this if target doesn't move at all. A realistic depiction of what would happen IRL if you shot your bow at that angle and why nobody did this ever in medieval times.

You can find the location of this 'Ash of War' in the land of Caelids. From the 'Site of Grace' called "Smoldering Wall" in Caelids, you can find a Telescope. Look North, and there should be a Shack on top of the hill called "Isolated Merchant's Shack" as people down below have said. Upon reaching the shack, you can find the bug, North-West of it. Don't forget to turn the volume up and listen to the shining and glistening sound that it makes. Good luck.

+ Shoots over cover, good for ranged battles.
+ Decent damage.
+ FP Efficient.
- Extremely slow speed, due to arc.
- Cannot be used indoors, for obvious reasons.
- No tracking, extremely hard to hit moving targets.
- Situational, this skill can only be used in a few situations.
Verdict: Not recommended for most situations, but has some good uses.

It is dropped from a Teardrop Scarab near Isolated Merchant's Shack
Things like this in ER tilts me so much. There's 0 tracking on it meaning that it will miss even the slow zombies in Caelid if they start walking.
You would think that having tracking on this would make it OP, but then you remember that this game have thunderbolt that functions pretty similarly with insane tracking, range, speed and damage, be it as a skill on Dex build, or as an incantation on a Strength, Faith or Arcane build depending on the seal.
I mean, it almost feels like they were thinking: "Let's put a cool skill for bows in the game and make it very trash because **** ARCHERS WE HATE THEM MUAHAHAHA"
Makes 0 sense, and that pisses me off.
