How to Craft Elden Ring Bloodbone Arrow
To craft Bloodbone Arrow (x10) you need the Nomadic Warrior's Cookbook [6] as well as the following Crafting Materials:

You cannot purchase these arrows. BUT you can purchase the mats to make them. In Limgrave at the Warmaster's Shack at Night, defeat that boss to get a Bell for the Thin Beast Bones (150 each). For the Blood Roses you have to visit the Imprisoned Merchant near the boss in Mohgwyn Palace. Each rose costs 800. So the cost for 10 Blood Arrows is 1250. At 125 per arrow they are about as expensive as fire arrows. So easy to buy mats then make on your own. The recipe to make them is found in Fort Haight in Limgrave so very easy to get early game.

Can you purchase these arrows premade from a vendor? Or do you have to farm the mats and manually craft them?

The Serpent Bow scales with Arcane. You should use this if trying to scale bleeding as it's EDD scaling. Arrows by themselves will not scale with Arcane so they can't cause additional bleed.
Bloodbone Bolts (BlB) cost 110 per bolt ([800 runes for 1 bloodrose + 300 runes for 2 large beast bones] / 10 bolts crafted) compared to the Burred Bolt's (BuB) 200.
That makes the BlBs 45% cheaper than BuBs.
Additionally, the numbers loss of BlBs is significantly lesser than the cost difference. BlBs only deal 17% less damage and deal 15.4% less hemorrhage buildup on-hit than BuBs.
TL;DR: Bloodbone Bolts cost 45% less runes per bolt compared to Burred Bolts while only dealing 17% less physical damage and 15.4% less bleed buildup.

Since specific arrows do scale with the specific stat (holy arrow scales with faith, lightnin with dex, etc) I wonder if this does scale with Arcane. Can someone confirm?
(Btw there is a bow that scales on arcane, but not it's direct damage, only the poison buildup I guess...maybe it does scale bloodloss also with the arrows. But I also wonder if any bow will scale, since for FAITH you can visually see the damage on your character grow even without a faith bow (same as Lightning, but bow scale with dex...so...).

If Weapon does not have an Arcane dmg scaling on them, the Arcane stat is rendered useless and does NOT increase Bleed Buildup. For Bows and Crossbows, there only have Standard attributes on their Ashes of War skills and Whetblades also do NOT help you change them even if you have them.
