You need to move to another site of grace, rest till nightfall and then teleport to stormhill shack site of grace. He wasn't spawning for me either when I just rested at shack site of grace but if I rested at another one and then teleported to stormhill shack he'd always be there.

Glad I was able to take him down because I went through my entire supply of arrows just to kill him. That is not a very forgiving area to fight a boss at range with Kaiden's on one side, wolf tornadoes on another, a cliff on the other, and Godrick soldiers down the road. I might have taken a more up-close approach if it wasn't such a hassle to spawn him. Ultimately finished him off with the last of my fire pots so now I need to go mushroom and butterfly hunting.

In addition to what others were saying, he wouldn't spawn at night, but for some reason did spawn after I bought a single first ash of war from Berhnal

For me he wasn't spawing even after resting at the site of grace at night. Bernahl wasn't dissappearing either. For him to spawn, I bought all the ashes of war from Bernahl, rested, then Bernahl was gone, and he spawned right away. Hope this helps.

quick note! I mopped the floor with bernahl early in my playthrough, but even if you do kill him for his armour (which I did) this boss will still spawn.
So I literally yelled at this boss so much I think I scared my dog. As a spellsword, the only way I was able to do this was to pop phalanx before crossing threshold / steps, as well as casting five glintblades in fast succession prior to passing final step up to spawn him so that the delay meant he would get hit by all of those and as soon as he did spawn, thrusts with sword to bring him down to his knees for quick full sword combo. That got him down to half health or so, maybe less. Then got on mount, used FP pot to restore and ran almost out of aggro range way to one side of shack. Then when he would get just close enough would fire off two pebbles with staff and still on mount, dash behind shack and run far to other/opposite end, do the same when he walked in range, rinsed repeated. Finally got him. \o/

To get the boss to spawn rest at grace to make it night, then rest again and the boss will pop up when you enter the shack, you can tell if the boss will spawn if the seller isnt there!

he doesn't appear until you forward time TWICE after most recent patch. I died enough to confirm this is infact the case and not a coincidence.

He invaded after I killed Bernahl and rested to night. Not sure if that means anything.

He’s pretty tough and we get … bones, no stones… just bones

The invasion didn’t happen for me until I exhausted all of Bernahl’s dialogue options. So try that if it’s not working for you.
Only started spawned after I bought a weapon art from Bernahl.

worth mentioning he didn't invade for me until i rested til morning. if he doesnt invade at night just try passing time through all phases of the day, make sure you enter the shack.

I didnt get invaded when i spent time untill nightfall, only when i spent time untill noon

Make sure you walk into the actual shack after you spawn at the site of grace. Boss won't spawn until you enter shack.

Item bugged out for me somehow. Boss spawned normally and even dropped Bell Bearing but after teleporting to round table bearing disappeared from inventory.

pass time till night then fast travel to warmaster shack to spawn the dude

I bought a skill from the merchant at the shack and couldn't get the boss to spawn, tried buying a couple more and then the boss decided to show up. Make sure to just buy a handful of arts from the guy.

This boss can also be found at the church of vows, rest at site of grace to despawn merchant and trigger boss fight.

Sigh.. you don't have to kill the merchant you get him to spawn. Sorry man I didn't know.. Thanks for the sweet armor though

Killing the Bell Bearing Hunter didn't make the merchant disappear, I rested at the Grace nearby right after killing Bell Bearing Hunter and the merchant respawned like usual.
