It's like they made commoners hard to farm on purpose. The biggest group of them is in Redmane castle but the route to them is blocked during the festival and the closest one to a grace is on a ledge in Leyndell so his body falls off the edge when you kill him.

apparently, the room past the two lions in the the Redmane castle has the most success rate for dropping these, I've been banging my head trying to get one in stormveil with no success until I read the comments and saw most people found theirs in that place. I found one on my second try. for anyone wondering if you pass the giants and enter the first door near the tree, not the one on the other side, and go upstairs there's a room in front of it with a lot of commoners.

Was preparing myself for the long and tedious farm for this item and it dropped on the first enemy killed at redmane castle, killed the other ones because why not and one of them dropped a second. Good luck everyone

Got this by accident on all my other characters. First time actually not having it in my inventory on a shield only character i went to go find a farming spot in Stormveil; directly above the Liftside Chamber bonfire is a room with 10 of these poor old men. Took me 2 runs and got it. Take the Secluded Cell bonfire up to the jars, sate some of your bloodlust on them and farm living jar shards if ya like on your way around the ledges and up to the room with the Commoners. We're all gonna make it my fashion souls bros.

Not only is this item great for fashion souls, it has the best stats per weight unit in the entire game, almost three times the average.

This is fantastic for showing your hair and keeping you under 70% weight. My go to head piece for fashion.

Don't know if I was lucky twice or what. Main character, two runs in Redmane (246 Discovery) & it dropped. 2nd character it dropped from literally the first/second commoner I killed (from Stormveil Cliffside, up the stairs and those 2
Commoners just inside the wine cellar)

                    27 Commoner's Shoes
                    24 Commoner's Garb
                    0 Commoner's Headband

There is no way this is just bad luck... the Developers made this an obscenely rare drop to annoy people.

I've been playing the whole game with this, I wish there were more "crowns" in the game. It fits my role play.

From the Impassable Greatbridge Site of Grace in Caelid, take the portal up ahead into Redmane Castle. When you spawn, turn around and you'll see 2 foot soldiers. Kill or ignore them and roll through the boxes to get past the barricade. You'll see a big tree with bodies hanging to the right. To the left of the tree is a pathway that leads to a door (can't remember if you need to open this ahead of time). Go through and if you get attacked by a Page enemy with a crossbow you'll know you're in the right place. Kill or ignore him, go up the stairs, kill the dog outside, and the room with the chilled out Commoners is just to the right.

                        • There's a room in Redmane castle (close if you take portal at grace nearby) with like 10 commoners that are afk. Might be a better farm method than Stormveil or Lyendell (which I didn't have access to after Crumbling Azula).
