The best bolts for raw damage output as long as the enemy isn’t fire resistant. Highest innate fire damage means they lend themselves to fire enhancing gear/ talisman/ spells more than any other bolt. It also doesn’t hurt that they can be purchased en mass.
Bleed; frozen, or rotten bolts on a multihit crossbow will still do much more AR, but these are the honest man’s alternative.

Great to defeat Decaying Ekzykes when used with something like the full moon crossbow or pully crossbow because they take 2x damage from fire and can still be headshot for good stager damage. (crossbows are great vs dragons and don't scale, meaning you don't have to change your build to use them vs. dragons).

Anyone know if this is more worthwhile to have than the explosive bolt?

Higher damage than the firebone bolt, but cannot be crafted.
Note that Flaming Bolts have far better reach than Explosive Bolts. The explodey ones will begin to drop from much shorter distances, whereas basic Flaming Bolts have full range and slightly better single-target damage.
If you're a tank build using the Arbalest+FGMS as a simple ranged option, these bolts are gonna be right up your alley.
