20 of them at Capitol Outskirt Minor Erd Tree. Area is guarded by an Omen and a group of commoners all sitting in a circle. You can pick off the commoners from range quickly. Then clean up the Omen. You can even summon spirit ash to help keep your farm runs short.

If you only see Tarnished ones you are at the wrong ErdTree.
They ONLY appear at the Minor ErdTree in Altus Plateau and the Capital Outskirts.

From the Forest-Spanning Greatbridge SoG, go North to the bottom of the broken Bridge then head east toward Wormface and his boys, there are about 5-10 golden sunflower spawns through there, maybe more, scattered among some Altus blooms.

From the Outer wall battleground you head east till you find the Minor Erdtree, you will find a group of mobs sitting down in a circle. They glow compared to the tarnished sunflowers.

This is going to get lost in the comments, but:
Road To Iniquity Side Path SoG
Drop down to the South at the Spiritspring
Kill the Wormface monster and slugs in the pond
Loot NINE golden fireflies. Around the structure is a nascent butterfly. Two blood roses. A root resin.
Ride south to the Erdtree.
Loot 4-5 Golden Sunflowers along the way
Lot 9 Golden Sunflowers around the Erdtree
Reset back to Road of Iniquity Side Path
You'll load up with Golden Fireflies, Nascent Butterflies, Root Resin, Blood Rose and Golden Sunflower all in one 45sec loop. Cheers.
