Go to murk water coast there's one directly north. Its a 1 second walk. Also if you level arcane you have a higher chance to get multiple with that herb, I got 3 from that singular herb.

Two herbas within a seven seconds of running exactly northwest from the Church of Dragon Communion site of grace, and a single one right next to the Murkwater Coast, literally five meters away. These are by far the best farming points imo.

I do the same thing in every RPG / action RPG and still haven't learned anything from it. When I start I hoover up anything I can find laying around, pick or scavenge. But I get to a point where I don't bother if it isn't rare or hard to find and it usually comes back to bite me. Its happened in elden ring with rowa / golden rowa and herba. Golden rowa is easy enough its all over the place in Altus plateau but now I need herba and actively looking for it I'm only finding the odd one here and there. Also, I should have stocked up on rowa before committing the cardinal sin because now there are embers floating everywhere and they just happen to be the same colour as the red flowers or the rowa fruit. Its making finding them a nightmare.

The best farming spot I've found so far is by The Four Belfries site of grace, there are 3 birds for plumes, 4 erdtree leafs and 3 herbas and they are all very near the bonfire.
The erdtree leafs are scattered around there and the herba is on the other side of the nearest tower.
Hope this helps and have a good day.
Don't know that it's the fastest farming spot, but for anyone looking for an easy place to get a lot of these, if you go to the Lake Facing Cliffs grace in Liurnia, then (safely) fall down the eastern cliff as if you were heading towards the Liurnia Highway South grace, there's 3 patches of Herba at the bottom of the stone slabs you use to fall down. Can easily just fall down and warp back up.

Warmaster's shack has, nearby, 3 root resin, a mushroom, 2 rowa fruit (For pickled turtle meat), and an herba that frequently drops 2 in one. Making a short loop on the horse takes maybe 7-10 seconds.
