Found in the basement of a tower in the Temple of Eiglay, Mt. Gelmir

Missionary's Cookbook [6] teaches you the crafting recipe for this. The book is found in Volcano Manor, from Temple of Eiglay Grace take the elevator upstairs, jump off the balcony and pass the fire slug bridge, go up the volcano and jump into the window past the iron maiden, go down the ladder and then the spiral stairs and the book is behind a iron gate in that room.
The recipe requires Golden Rowa and Golden Sunflower both of which I was able to find plenty near the Minor Erdtree close to Forest-Spanning Greatbridge Grace in Altus Plateau

You can tell the devs really hate Holy. Most of the main bosses have 40-80 holy res, and this item gives 35 holy absorption instead of the 15 that every other liver gives.
