Nepheli Loux, Warrior is an NPC in Elden Ring. Nepheli Loux is a warrior and fellow tarnished who was ordered by decree from her adoptive father to kill and dethrone Godrick. She wears clothing similar to the starting Hero class, and she can help you in the battle against Godrick the Grafted if summoned. Her summoning sign is golden and is just outside the boss fog. Other NPC Summon opportunities include boss fights against Godfrey, First Elden Lord and Omenkiller (in Village of the Albinaurics). Progress in her questline to have her summon sign available for these encounters.
The puppet of Nepheli Loux can be summoned for aid in battle by using the Nepheli Loux Puppet Ashes.
Let the scars I carve remind them.
I am Nepheli Loux. Warrior.
Nepheli Loux Location in Elden Ring
Nepheli Loux can initially be found at Stormveil Castle, inside a room before reaching the Secluded Cell site of grace. [Map link]
- While outside Roundtable Hold, she can be attacked and drops Stormhawk Axe when defeated.
- Her adoptive father is Gideon Ofnir, leader of Roundtable Hold. Her real father might be Godfrey, First Elden Lord.
- After defeating Godrick the Grafted and exhausting the initial dialog with Gideon Ofnir at Roundtable Hold, you can find her in the room outside the library.
- After exhausting her dialogue at Roundtable Hold, you can find her under the stone bridge leading up to the Village Of The Albinaurics. [Map link]
- After defeating Omenkiller, Nepheli will return to Roundtable Hold, crouching near the bottom of the stairs next to the blacksmith.
- Nepheli questline point of failure: If the player speaks to Melina at the Forge of Giants site of grace (triggering the cutscene with the Roundtable Hold) before finishing Nepheli's dialogue and defeating Omenkiller at the Village of the Albinaurics, then she will disappear for good. Her Stormhawk Axes drop at the village and the questline ends. To avoid this failure, defeat Omenkiller and finish her dialogue before resting at the Forge of Giants.
Nepheli Loux Questline: How to complete Nepheli Loux's Quest
Her Father's Orders
- Find Nepheli inside the room to the north of the heavily guarded Stormveil Castle courtyard.
- Exhaust her dialogue so that she offers her help in fighting Godrick the Grafted.
- (Optional) Before you go through the gold fog door, there is a summoning sign next to it that you can use to summon Nepheli.
- Regardless if you are playing online or offline, you can still use her summoning sign.
- After defeating Godrick, she moves to the room outside the library in Roundtable Hold. Speak to her and exhaust her dialogue.
- She won't move here if you didn't talk to Gideon Ofnir at all yet. Talk to him and reload at the site of grace and she will appear.
- You must also rest at the Godrick the Grafted site of grace for her to appear at the Hold.
- She'll then reward you with the Arsenal Charm.
Seluvis's Potion
- Finish her quest above, or skip it. Either way this quest will be doable. You must meet her at the Roundtable Hold once.
- Note: If you offer her Seluvis's potion when meeting her in the Roundtable Hold the first time, she will refuse to take it. Once she returns to the Roundtable Hold from the Village of the Albinaurics, you can offer it again by speaking to Gideon about her despair.
- Speak to Preceptor Seluvis and receive the quest.
- If Seluvis is dead, you can continue on with the quest starting from the next step.
- Find Nepheli at the Village Of The Albinaurics, exhaust her dialogue, and defeat the elite enemy Omenkiller which can be found on the other side of the bridge above her.
- Return to the Roundtable Hold and find Nepheli downstairs, next to the first fog wall. Speak to her.
- Speak to Gideon Ofnir and ask him about Nepheli.
- If the player has the potion, he will offer you a choice: either give him the potion so that he can dispose of it, or give it to Nepheli. If it is given to Nepheli, she will become unresponsive and leave. She can then be found in Seluvis's secret room, turned into a puppet.
- Alternatively, the potion can be given to Dung Eater when he is encountered in Roundtable Hold after obtaining a Seedbed Curse. This will allow you to obtain the Dung Eater Puppet summon later. Note that doing so will end Dung Eater's questline and prevent you from getting the Blessing of Despair ending.
- Afterward, you can return to Preceptor Seluvis to complete his portion of the quest.
- If the player does not have the potion, the quest progresses along the line where Nepheli does not take the potion.
- This happens if Seluvis is dead and the player found Nepheli at the Albinauric Village and killed the Omen Killer having never received the quest from Seluvis. This can still happen if Seluvis is still alive.
- If the player has the potion, he will offer you a choice: either give him the potion so that he can dispose of it, or give it to Nepheli. If it is given to Nepheli, she will become unresponsive and leave. She can then be found in Seluvis's secret room, turned into a puppet.
- The Stormhawk King found in the Chapel of Anticipation can be given to Nepheli in Roundtable Hold, provided she did not take Seluvis's Potion. This is required for the quest to progress.
- Roderika's questline must be progressed to the point where she can upgrade spirit ashes, before you can give Nepheli the Stormhawk King ashes.
Lord of Limgrave
- After completing the quest above by not giving Nepheli Seluvis's Potion, you must progress Kenneth Haight's quest to the point where he's in Fort Haight saying he has to look for a fitting lord to rule Limgrave.
- After defeating Morgott and (optionally) talking to Gideon about helping Nepheli get back on her feet, you can find Nepheli, Kenneth, and Gostoc in the Stormveil Castle throne room near the Godrick the Grafted site of grace. If they do not appear, spawn from the Godrick the Grafted site of grace and rest at the Secluded Cell site of grace (do not merely teleport to it), which may fix the issue. (If this doesn't work, try the same in reverse: travel to Secluded Cell and rest there, then run to Godrick and rest again there. Also, you can try going back to Fort Haight, where Kenneth Haight usually stands, which might trigger him and Nepheli to move to the throne room.)
- The quest will still advance if either Kenneth or Gostoc is dead.
- Warning: Killing Gideon prevents this dialogue and results in Nepheli dying where she is at the time, leaving her items behind.
- If all requirements have been met and the NPCs have still not moved to Godrick's throne room, rest at the Lake-Facing Cliff site of grace.
- If none of the above works, you still need to talk to Nepheli downstairs at Roundtable hold and give her the Stormhawk King.
- Rewards: Nepheli will give the player an Ancient Dragon Smithing Stone at the end of her questline. She can also be summoned for the fight with Godfrey, First Elden Lord in Leyndell, Ashen Capital.
- An additional Ancient Dragon Smithing Stone will be sold by Gatekeeper Gostoc for 20,000 Runes. (Not applicable to his bell bearing if he was killed.)
Dialogue: Nepheli Loux
Introduction
- "Be proud. You were a fine warrior.
Your only mistake was your choice of master.
Let the winds lift you, to a higher place."
When attacked
- I see. You are but a simple villain. Let the scars remind you; this lesson comes from Nepheli Loux!
- (On player kill) You wouldn't even register as a threat to father. Hurry up and die.
When killed
- Father... I am slain. Please...become Elden Lord...
Speaking to Nepheli
- "Well, who do we have here?
Tarnished, are you? Clearly not one of Godrick's lot.
I am Nepehli Loux.. Tarnished and warrior, like you.
I'm here by decree of my father.
How utterly repellant this is...
This "grafting" of Godrick's ill befits a Lord.
He's tainted the very winds." - "If you intend to challenge Godrick,
I ask you call upon me.
The winds run could with his deeds.
I'm certain father would permit me aid the fight."
Small Talk
- "Apologies, but I've idled long enough.
As fellow Tarnished we must each follow our own guidance. Down whatever road takes us to the throne of Elden Lord.
At the Roundtable
- "You again...
I thought you'd receive a summons to the Roundtable.
Nepheli Loux. We met at Stormveil.
I'm glad to see you here. I have something for you.
I found it in Godrick's grafting grounds.
You defeated him. You should have it. Make good use of it. I don't intend to make a habit of scavenging corpses."
[Hands you x1 Arsenal Charm] - "Ah yes. I wonder if you've met my foster father?
He's in his study. The room Ensha's guarding just over there.
If you haven't already, I advise you introduce yourself.
Father is the leader of the Roundtable.
I'm sure talking to him will be worth your while." - "It's about time I headed off.
I'll see you again, warrior, should the fates deign it."
At the Village of the Albinaurics
- Oh, it's you... Well, what do you make of it? What's happened to this village?
I witnessed a sight much the same, in my infancy.
The oppression of the weak. Murder and pillage unchecked.
A waking nightmare, made by men. - But this time, I'm a woman grown.
And though the suffering cannot be undone, I can still mete out justice.
Justice to the oppressors.
Let the scars I carve remind them. I am Nepheli Loux, Warrior.
At the Roundtable Hold after defeating the boss of the Village of the Albinaurics
- Ah, you... Please, leave me be. It's pathetic, I know, but I...need to think.
- (After speaking to Gideon)
...So you know already, do you? Right. It's true. My father cast me out.
For indulging my emotions. Forgetting the mission. Punishment for offing his pawns.
Father...rather, Lord Gideon has offered me guidance all my life.
I would have done anything for him, to place him on the throne of Elden Lord.
And yet I... Though it was not my intent... I betrayed him... - I...can no longer trust in father... To think he'd order his men to enact such tragedy... Where is the justice he purports, in that?
He once told me that if he became Elden Lord, he would never allow the downtrodden to be cheated ever again.
Was he simply lying to me? - No, no, no... How could I say that? Father has always given me his guidance... And now...I've lost it...
After giving her the Stormhawk King
- "In this ash, I can smell the ancient storm.
It reminds me of my first hawk." - I'm... not like Roderika. I don't feel the presence of spirits, let alone see them.
Still, this ash... It reminds me of my first hawk. Thank you
At Stormveil Castle throne room
- "It's been some time. I must thank you, for your aid.
I told father I would be with him no longer.
I remembered the vow I took when I first became a warrior, so many moons ago.
This land is much like the one from which I hail.
I will call upon the storm, to drive away the foulness that has settled on the winds." - "Again, I am Nepheli Loux. Warrior.
Some call me by the title of Lady, but I remain the same woman underneath.
Though I have now abandoned my former guidance.
I cannot express how much you've helped me.
[Hands you x1 Ancient Dragon Smithing Stone]
Should you become Elden Lord. I would gladly lighten your burden." - "Farewell, fellow warrior. I will remain, to summon the storm.
But your guidance, and your fight... Surely lie elsewhere."
Nepheli Loux Notes & Trivia
- Depending on quest progression, Nepheli can be summoned for the fights against Godrick the Grafted, Omenkiller, and Godfrey, First Elden Lord.
- In combat, she wields a pair of Stormhawk Axes.

I can confirm many other’s solution:
After completing the above steps, through to killing Morgott, the quest did not progress until I had rested at the Secluded Cell grace.
So for anyone else confused about the progression being halted try that.
- Anonymous
She never stopped talking about her smelly ash so I figured I botched this quest by never talking to Seluvis. However, something about Secluded Cell grace seems to trigger her to leave roundtable hold. Try warping (not just sitting) at Secluded Cell and then checking.
- Anonymous
If you burn the tree before giving her the stormhawk, she will disappear from the roundtable hold with her axes left in her place. You need to give her the hawk before you fight Maliketh

Perhaps hit a (new?) dead end point for her quest. First play through so still new to this game, but anyway I killed Kenneth (so his storyline was not done) and Gostoc was accidentally killed by an enemy at Stormveil castle, so neither show up at Godrick's throne room. I was able to give Nepheli the Stormhawk king ashes, exhausted dialogue but she doesn't move out of the basement of the roundtable hold. She just sits there saying that the ashes remind her of first hawk. Perhaps this can be confirmed and updated on site. But either way I tried to move and rest at various sites of grace to see if she pops up anywhere but nothing.
If anyone else had both Gostoc and Kenneth die, let me know. I think that is the biggest change I see from the other descriptions, at least one other person (Kenneth or Gostoc) must be alive for her quest to finish.

So I'm at the end of the game, I haven't killed the last two bosses yet since I'm trying to finish Ranni's quest, and Nepheli isn't at the roundtable anymore. Her axes were where she sits, but I have no idea where she is now. Am I locked out of Selivus' quest because of this?
- Anonymous
Once Nepheli is given the Storm Hawk Ashes, there doesn't seem to be the option of giving her the potion from that point forward.
- Anonymous
I tried everything in the wiki and it didn't work.
Then I tried to talk to Morgott's body when you return to that site and he's on the ground.
Afterwards, I teleported to Godrick's site of grace and then walked out, rested at the Secluded Cell grace, and then it seemed to work.
I don't think I did anything else.
- Anonymous
This is the stupidest videogame logic I have ever seen. Doing actual quest did nothing, talking to Nepheli, Kenneth or Gideon did nothing. I thought that I had to get rid of potion to progress, even though I already had no way of giving it to Nepheli since she was talking about her stupid hawk. But what actually fixed it? I traveled to Godrick the Grafted grace, rested at it - nothing. Talked to Gostok for a millionth time while he was stomping corpse's face and rested at Secluded Cell grace - fixed. How or why - I will never know. And propbably do not even want to know.

What a generic "hero type" trashy character. The ONLY side character in the game with a good ending, and it's female Naruto
Is she hard to kill in Liurnia to get her axes? Doing a Loial from Wheel of Time build.
- Anonymous
No solution is working , kenneth is at his castle trying to do jolly cooperation with a oppressed race and nepheli is talking about the hawk , that sus dude is dead ....been trying everything to make them go to throne room , fck this quest
- Anonymous
I cant find her from the hold... I talked with her only once but didnt exhaust the dialogues so I didnt get any of her stuff either. Then killed Godrick and the Omenkiller and someone invaded the Hold, after which NPC changed places. Now she wont spawn in the cellar room. Any idea where she is or if I broke her quest?
- Anonymous
I seemed to be stuck on her quest cause after I gave her the Stormhawk King she'd just repeat the dialogue about how the ashes reminded her of something.
I then killed Gostoc tho and after that the quest progressed as normal.
No idea why
- Anonymous
she said she would gladly lighten my burden,
wonder what would that might be
- Anonymous
There are definitely more points of failure than those listed here, unfortunately. She left her axes in round table hold, I'm not sure when because I could never find the ashes to give her after omenkiller.
- Anonymous
Since it requires completing her questline, I wish she would summon the Stormhawk King if you summon her for Godfrey.
- Anonymous
One thing I don’t see mentioned is that there’s one more point of failure if you speak to her in the roundtable hold before you have the stormhawk ashes she’ll leave and you’ll be unable to progress after
- Anonymous
Protip: Go straight to her spot in Stormveil and reload the area.
You can then summon her and explore Stormveil together. Try to get a healing spell to lengthen your little date with her.

It says that you need to talk to Gideon about getting Nepheli back on her feet, except I didn't get that option. I progressed through the game to the point where I had exhausted all of Gideon's dialogue and I never got Nepheli's option.
Dunno what I did to softlock myself because not only is she not the lord of limgrave, but she doesn't disappear and leaving her stuff behind either. I killed Gideon at that point, so I'm kind of lost
- Anonymous
Questline wont progress for me for some reason. She keeps telling me how her ash smells
- Anonymous
There's another way to accidentally break her quest. If you burn the Erdtree, AND you've collected all 5 Seedbed Curses, then you can't give the potion to anyone BUT Nephali. Gideon will be gone, and talking to Dung Eater will give him ALL the seedbed curses at once, killing him so he can't take the potion either.
Obviously you can avoid giving it to her but it still leaves you with no way to advance her quest.
- Anonymous
Or you could just kill her if you just want the two axes right when you meet her just sayin
- Anonymous
Anon 11th Nov 21:09 is wrong about those steps needing to be followed to get Nepheli, Haight and Gostoc together in the throne room. I've just been given one ancient dragon stone by Nepheli and bought one from Gostoc. I defeated Morgott and tried to pass through the thorn barrier and I have activated numerous grace checkpoints at mountaintops of the giants but I have not spoken to Enia or Gideon and I have not had any dialogue options from Melina regarding the cardinal sin or her being the kindling.
- Anonymous
If you can't get them all together, make sure of the following:
-You defeated Morgott
-You were warded off by the eardtree
-You Spoke to Enia and exhausted her Dialogue about the cardinal sin
-You spoke to Gideon
-You spoke to Melina to the point where she tells you not to worry about the kindling (Basicly telling you to set her on fire without any issues)
This happened at the Seluded Cell Side of Grace, I hope this helps my fellow tarnished!

Okay i can't find info on this. So I've completed her questline, and pretty much everybody's that doesn't involve Farum Azula and beyond, and have almost everything done in those areas. I have been farming enemies for the remainder of weapons, and had to buy a fist from Gostoc. I talked to Nepheli just because and she said "ill stay here to call the storm" or something like that as her end speech. Fast forward- more farming - go back to Gostoc for a shield i dont have... Nepheli is gone from the throne room, and there's two Stormhawk Axe's in her place. Anybody know if these means she died as a bug or did i just not exhaust dialogue all the way? Or is this new?
- Anonymous
The wiki states that Nephili will not show up at the Hold until Godrick is defeated, except, she just did, in my game. I only spoke to her in that room outside the heavily guarded entrance, where you see her first. didnt fight godrick, but moved on to liurna, found Ranni again, and suddenly Nephili was at the hold! and when i reloaded, she was gone. whelp, guess i wont get her help with godrick, or the arsenal charm???
- Anonymous
Im trying to give her sulivans potion after i beat the omenkiller, but the only option it gives me is to leave?
- Anonymous
She doesn't say anything while helping you fight who I assume is her father? I completely missed that you can summon her to that fight and did it without her, but it'd be interesting to know if they interact at all.
thank Gawd for this wiki! how the friggity hell are you supposed to guess all this shyte !?!??

If people are still struggling with getting Nephelli, Kenneth and Gostoc to move to the throne room, here's the events i did to make them move, Progress all their qustlines to when they're all supposed to move to the throne room, then progress through the game until you defeat Morgott in Layndell (I only put this here because i know some people may get a little confused between Margit in stormvail castle and Morgott in Layndell) Then fast travel to the grace called Secluded Cell in Stormvail Castle, Rest at it then run over to Godrick The grafted grace site (Don't fast travel) then rest at it, hopefully now you should see Gostoc is nowhere to be seen, finally go check the throne room for all 3 NPC's, hope this clears some things up for people

Ok so the point of failure is no longer an issue i burned the erdtree then
Figured out i needed to restore the rune in limgrave divine tower
Note i killed gostic and kenneth (got a golden seed from kenneth)
The moment i talked to her foster father (he previously said talk to albinech woman) but know said the she is my foster daughter and then ported to secluded cell rested and neph was sirting in the throne did her speech then second time talked to her gave me the ancient smithing stone
- Anonymous
I tried everything people had mentioned after giving Nephali the Ash, but her and Kenneth were not going to Godrick's throne.
It only progressed for me after opening another Belfry.
Hope this helps.
- Anonymous
This wiki is confusing. The sequence for me is kill Morgott, talk to gideon about not able to get to the tree (not about nephelli), rest at secluded cell, Melina will talk to you abt main quest, then gostoc and rest will be in the castle. when u talk to gideon he will thank u for helping nephelli
- Anonymous
I was stuck in her questline. She was staying at the Round Table, talking about the ash of the Stormhawk. I beat the game, got an ending, and she was still here. All I had to do is teleport to the Secluded Cell site of grace, and rest here. then I went (not teleported) to the Godrick the Grafted site of grace (Gostock was still here, kicking) and then I rested to that site of grace. and I saw Gostock was gone, and every NPC were on the throne room.
so:
1. teleport to Secluded Cell site of grace
2. rest
3. go to Godrick the Grafted site of grace
4. rest
- Anonymous
here is what did it for me:
I rested at the lake-facing cliff and walked into Godricks arena. there I rested again and they moved
- Anonymous
What the wiki says cannot possibly be correct, I followed meticulously every step to the point when Gideon should give me a dialogue option "helping Nepheli get back on her feet" which he doesn't. Nepheli is still talking about her first hawk, Kenneth is still looking for someone with proper lineage, Gostoc apparently still isn't done with kicking the king of all that is golden, Morgott is very dead, Gideon has the potion and doesn't feel like doing anything with it yet (which is fine, Seluvis's time will come), ofc Roderika is able to upgrade spirit ashes... I really don't see it and nothing obvious comes to my mind. Anyway either this questline is bugged or the wiki is wrong. If you have any idea what could be the issue here, I would be very happy to hear anything useful !
- Anonymous
She Wont spawn unless you talk to gideon in roundtable, exhaust his dialogue, and rest at the table. You should now see gideons door open and nepheli just outside to the right.
- Anonymous
I have her available to summon along with Shabriri to fight Horah Loux

A genuinely kind-hearted NPC without ulterior motives who gets a good ending??? Like, she doesn't die or go insane? Are we sure Miyazaki didn't just forget to design the final stage of her quest?
- Anonymous
i havent even been to stormveil castle and she is in the roundtable hold, seems to have more triggers
- Anonymous
Can confirm, trying a lot of things didn't work but for some reason teleporting to and then resting at secluded cell Grace moved all the NPCs after completing all the steps.
- Anonymous
this ***** is stuck in despair in the roundtable and she will not move. talked to gideon, no new dialogue. went to all different locations she could be and did not move. didnt give seluvis potion to her, gave it to gideon. also i killed kenneth early on because someone said he gives a golden seed and doesnt do anything else. but apperently you dont need kenneth as the wiki says, right? so no idea whats happening. fromsoft is horrible at sidequests, cant believe they made a game with a million of them.
- Anonymous
So I lost all of that progression just because I killed Gideon - WHICH IS A STORY REQUIREMENT - before going to Stormhill Castle? Now she' s dead and I got 2 axes from the throne.
Fix this.
- Anonymous
if you kill Loretta and talk to Ranni before killing Godrick she leaves Stormveil and can be found in the Roundtable
- Anonymous
I observed that she moves to stormhill castle throne room after defeating Morgott AND after finishing Fia's questline completely.
- Anonymous
if not for the ancient smithing stone, id whack her cuz of this bugged quest. comon devs. fix this crap. did everything mentioned and they wont move. they moved on my 1st play without issue but my ng+ her sorry a** just wants to mope in round table hold

I need some help here, reading the steps I think I've bollocksed up another NPC quest that has obscure steps to follow to make it work. I killed morgott but I hadn't gotten around to giving dung eater the potion yet. I did not speak to gideon about the potion at all because I was always intending to give it to dung eater. I have recently given him the potion and I have his puppet. The only dialogue options I get with gideon is for unlocated demi-gods. I also can't see any sign of nephelli on my map. So I'm basically f**ked then for this NPC quest yes?
I killed Gostoc in the beginning because he seemed shady, LOL.

FINALLY A PLACE THAT ACTUALLY TELLS ME HOW TO GIVE HER THE POTION. Now that I think abt it the wiki should've been my first look-

How to tell if you can trust someone? If they thought drugging nepheli was a good idea. Cause it ain’t.
- Anonymous
I can't get her to move to Roundtable? Met her near Godrick and summoned her. She wasn't at Roundtable. Then met her at the Aulbauenaisrocs village and summoned her for Omenkiller and still she isn't there?
- Anonymous
She still will not move, either of them. I think its intentional. Ready? Depending on what weapon you have at the highest teir. Dictate when they move. This way you are unable to acquire the last stone to early giving you a edge.
One thing learned. You could be level 300 and have a +9 weapon and be far from overpowered. A +25 weapon at level 50 is a lot more powerful.
- Anonymous
How the hell do you get her to drink the potion? I gave it to her, she said she didn't need it, then never drank it. Honestly so tired of these quest layout. It's not aging well at all.

I like to think that Nepheli Loux goes on to survive and given she's strongly suggested to be Godfrey's Daughter, she'll have the capability to live for near eternity and harbour her strength into that of godly renown. Similar to Godfrey and his lion I believe the tipping point into God like status will be when she one day gains complete control of the storm king, who we know she shares a connection with, and merges with him becoming the godly stormhawk queen hinted at via her weapons. Fingers crossed we get a sequel or atleast lots of dlc's!

What's this? A genuinely good character in a Miyazaki game that (by your choice choice) doesn't meet a depressing end?
I'm stunned.
- Anonymous
You can still complete her Lord of Limgrave quest with both Kenneth and Gostoc dead. At least as of 1.05. In this instance: Kenneth was at the point of saying he needed to find a lord but was killed before Nepheli was given her stormhawk ashes and before the potion was disposed of via Gideon. Gostoc had been killed after defeating Godrick and was still stomping on Godrick's head. Ancient Dragon Smithing Stone was still awarded.

I really like her dialogues. Well written, honorable and powerful, and not unnecessarily cryptic like some other characters.

If you ignore Godrick and go straight to Ranni's Rise to start her (Ranni) questline, Nepheli will move to Roundtable like when you normally kill Godrick. Her questline doesn't look like interrupted in any way. You just completely skip meeting in Stormveil Castle
- Anonymous
ive given her the hawk, taken the fort for kenneth, beaten morgott, and exhausted all dialogue with kenneth, nepheli, and gideon. shes not moving. still moping in the basement and kenneth is still at the fort, all just repeating dialogue. maybe its because i killed gostoc?
Her summon sign does not appear for Godrick the Grafted boss fight if you already went to Village Of The Albinaurics and fought Omekiller

NOTE: You can go straight and kill Omen mini boss, without any of the steps you should do before it. If you did this, you can now do all steps to giver her the potion, like talking to Gideon, then to her, then go to the village under the bridge, then talk to them again, etc., and NOW the potion will be still avaliable.

It's sad that she doesn't return after defeating Maliketh if you defeated him before her quest was fixed. I defeated Maliketh before finding the Stormhawk ashes and before her quest was patched, so I didn't know that she can become a lord after the quest is patched and you shouldn't defeat Maliketh before that.
I don't care about thee quest rewards, I just wanted her to survive because she was my favourite NPC in the game
- Anonymous
she is a boring character, doesn't really do anything except being summoned and giving you upgrade material. She didn't do anything to deserve lordship over Stormveil either, it's just given to her. it's a real shame because she could have been the perfect waifu

Getting to Crumbling Farum Azula is NOT a necessary part of this quest. The actual trigger for Nepheli to get into the throne room is likely Consecrated Snowfields or Mountaintops of the Giants
if youre past morgott and none of them want to move, try warping to the Secluded Cell grace outside Godricks arena, check to see if Gostoc's name is still inside the arena on the map, sit again, made it disappear and they all moved like a flash mob into the throne room

IDK if anyone in the comments has stated this, but this guide is a little misleading.
Nepheli wasn't appearing in the Village of Albinaurics for me until I spoke to Albus, received the half of the medallion and killed Ensha.
The guide doesn't say anything about doing any of this, it just says go to the Village of Albinaurics, which is only part of the requirement for Nepheli to move there from Roundtable Hold.
She will NOT go to the village until AFTER you kill Ensha, which requires you to have received at least half of Haligtree Secret Medallion.

If you're having trouble getting the NPCs to go to the throne room, anytime after you beat Morgott you then have to go talk to Nepheli and Kenneth again regardless if you've completed all the steps and their dialog before. On multiple playthroughs this is what I had to do.
I am not 100% on this BUT I THINK that Pidia is the real puppet master.
For example if you try to give the potion to Nepheli AFTER you have gotten the Deloris puppet you will not be given an option to give it to her.
I do not know if the same is true of Dung eater, but at least for Nepheli the option does not seem to be there after Pidia is dead. If that is the case it does make sense as creating puppets is not a common activity and as such would likely be an obscure art.
It is regrettable because here I sit with a dispondant girl doubting her very existence and I can do nothing to make her MY thrall. Even with the potion in hand.
So It seems the potion is not what makes the puppet. The potion only acts as a hypnosis to get the drinker to willingly come to Pidia. At least in the case of Nepheli. Once at the tower, Pidia goes to work turning the drinker into a puppet.
Again, not 100% on this, but this has been my observation.
I did NOT reach Crumbling Farum Azula (the farther grace reached is Forbidden Lands) and I she moved to the throne room anyway. I'm not sure but looks like you need to get rid of the Seluvis Potion (giving it to Dung Eater or Gideon)

I gave Nepheli the stormhawk king BEFORE even talking to gideon about helping her get back on her feet, assuming it wasn't necessary for the quest progression or that I could do it right after talking to her. Nepheli accepted the ashes, but now the dialogue with Gideon is no longer available and she won't move from the Roundtable to Stormveil (I have defeated Morgott). Did I just randomly mess up the quest for doing dialogues in the wrong order? :T

Is there anything in the game that suggests you will find Neph and Ken in the Stormveil throne room???
Oh, Nepheli Loux, lord of Stormveil Castle, my best friend, nevertheless your men still attack me.

In my case: she moved into Stormveil after finishing Farum Azula

Definitely one of the more positive quests with a good outcome in the game.

I'm pissed that I miss out on TWO ANCIENT DRAGON SMITHING STONES because I killed Gideon before I got around to doing the Belfry...

you cant get the arsenal charm if you kill godrick before talking to her at stormveil castle
"I ask you call upon me, and watch me get curb stomped by Godrick"

If you are unable to give the Stormhawk King to Nepheli, talk to Gideon and tell him she's sad. Then go exhaust her dialogue to give her the ash. She'll have more dialogue after this too

Resting at the Lake-Facing Cliffs worked for me. It does say it in the footnotes of the guide towards the end, just wanted confirm that works.

I did all the quests steps stated above, killed morgott and then had to quit and log back in for them to appear at the throne. None of the other “fixes” helped, so try just quitting if it’s not working for you as well.

I beat Morgott and finished everything with Nepheli (given her the storm hawk ash, she was in Roundtable) and Kenneth (he's at the fort, saying that he needs to find a proper ruler for Limgrave). However, the trio didn't gather at the Stormveil throne room until I have spoken to Melina about kindling at the Forbidden Lands grace.

She was stuck in roundtable for me too, but after beating Morgott The Omen King and talking to Melina at the Grace, everyone finally moved to Stormveil's throne room
For me I did Kenneth Haight quest and kept fistic alive. After killing Morgot I traveled to lake facing cliff then took the ladder to the throne room. No one there. Then I rested at Godrick the Grafted grace. No one there. Then I ran to secluded cell grace and rest. Then they all showed up and completed it!
