This Nomadic Merchant can be found in Limgrave, next to the road between Mistwood Ruins and Fort Haight.

Guy sounds suspiciously very similar to yoel of londor from dark souls 3, unfortunately the voice actor isn't named for these merchants but it would be nice to get some confirmation for this.

The merchant is north-east of the message behind the rocks. Go over the rocks and you'll see him at his little camp
