Earnest-
I found this merchant on my first run but he is missing on my current one. I even started a new game and ran straight to that grace site and he was still missing. I remember finding him on my first run though, which means that there's something you have to do to get him to spawn. But my version may not be up to date so that probably has something to do with it. But still, he was there on my first run. Can't find him now. Will update if I find anything out.

He is right next to the "Lirunia Lake Shore" Site of Grace.

he talks and sounds like Patches, even though there already is Patches.

I was unable to find this merchant. But about 10 paces exactly north of the "Liurnia Lake Shore" grace there are some Smouldering Butterflies. It looks like they would be over the merchant's campfire, but there is no campfire, nor merchant.
