This is not the wrong merchant. As of March 8th 2022, I just went to this merchant and he did in fact sell the NWC13. The only reason I was looking and went here was to be able to craft Great Arrows. The Arrows cost (1) Hefty Beast Bone to craft. These beast bones can be bought from twin maiden husks in roundtable after turning in the bell bearing you get from killing the invader at warmasters shack in stormhill.
