I really wish this could have that ugly leather apron removed instead of the cape, or let us choose what we want removed.
This is found in the Aeonia Swamp on a body in one of the ruins. Somewhere in the north-west.

Entire set drops from an enemy at the Perfumer's Ruins located north of Caria Manor, but its only accessible after the lift of Dectus.
Not sure what the protocol for altered clothing pieces will be since it seems like no one knows much about it, but this top IS alterable, which I've edited it to reflect. However it seems that for the most part the stats remain unchanged aside from a very slight loss in Resistances and Poise, while everything else stays the same, including weight. As for visuals, altering seems to just remove the cape, exposing the fact the back half of this top is, well... A little bit ugly.
