For anyone wondering, it seems like you have to go at the same time of day as in the painting for the ghost to actually appear in the chair. Wasn't there at night but when I reloaded during early day he was.

Looks to me like this is just north of the church of pilgrimage facing the sea. I haven't found it though, unless it's below the cliff next to two items and some bats. I did not see the ghost.

The location is north of the Church of Pilgrimage at the northern tip of Weeping Peninsula. (The Area in the South)
The item you get is "Warhawk Ashes". You summon a Hawk similar to the ones in Stormveil Castle and it costs 52 FP. It attacks both with the swords attached to it and it's head. I don't know if the hawks you encounter in stormveil castle also do this, but the summon is also able to breath fire. It can be upgraded with Grave Glovewort.

For anyone wondering the location in the painting head to the Church of Pilgrimage in the Weeping Peninsula. Leave the church and head directly north and on a cliff you should see a ghost which appears to be painting.
If you don't kill Tanith after defeating Rykard, you can go to the boss arena after she left the manor to find her feeding on the carcass of Rykard. Pretty Grim !
