The Vendor for this itemset is northwest from Capital Leyndell inside the outer wall. There are two entrance on the map into the outer wall. The big bridge and up north there's an entrance too. There is a little shack on the eastern hill right beside the north entrance and there is the vendor with the prophet itemset. There is also the "Outward Battlefield" bonfire after the north entrance so you know you're right when you see it.

You can find this item/set at the hermit merchant's shack near the capital outskirts minor tree.

Remember that you can actually wear a blindfold as part of your character in the cosmetics menu, so unless you specifically want this for your fashionsouls there's another option which (I assume) lets you wear a head piece along with that blindfold

On this page it says that the equipment can be bought from the nomadic merchant near the beach, but when I go to buy from him the item doesn't appear for purchase. Is there anything that needs to be done to unlock more items for purchase?
This looks so cool with the Yura/Millicent's first encounter hairstyle. It fits really well and looks amazing with the fingerprint armor too.
