best farming spot: at the grace scenic isle in liurnia north of it there is a ruin you can find around 6 pieces there. they respawn after resting/teleporting
After killing the Godskin Noble there, 14 Ruin Fragments and 3 Sanctuary Stones can be farmed at Liurnia Tower Bridge (requires progressing Ranni's questline partially to access via the Carian Inverted Statue).
So far the fastest way I've seen by far, taking seconds to run across the bridge on horseback and either teleporting back or just running back.
