The item description states that wearing them "strengthen(s) Glintstone sorcery skills" but as far as I can tell, using the Glintstone Stars sorcery, the damage stays the same.

Wearing these makes my lighting bolts go from 650 DMG to 850.. guess il never take em off lol

Not sure if this item is bugged, but Glintstone Pebble seems to do the exact same damage for me, with this on or off.
It only affects Ashes of War, not actual spells. It specifically says skills, not spells, unfortunately...
Got excited when I first found it. thought I'd found my Int set.
