They resemble the Men of Leng from HP Lovecraft's 'The dream quest of unknown kaladeth" I think they may be a reference. The men of leng hide their deformities behind turbans and robes, speak to each other with flutes, worship the moon-beasts, and come from the dream lands. Who knows we might get more lore on them in the dlc.

This and the bigger ones don't look evil like other mobs, and they can be found in the largest quantity in the land of Miquella, who seems to be a good guy who was trying to create a place for all outcasts. Their lack of blood and connection to the Haligtree makes me think they are connected to Miquella. The description of the envoy horn states it may not be time to sound the horn, perhaps the horns are meant to be sounded when Miquella reaches God hood.

The description of their headpiece implies they are filled with many people or souls.

I must also point out that their arms, especially the large one's arms, look identical to Miquella's sticking out of the Moghwyn caccoon.
