I thought this note meant the Night Cavalry on the bridge. Because that was a massive surprise when I went back to the waypoint ruins from Kale during the night.

If examined it reads: "Someone lurks among the waypoint ruins on the roads through Limgrave."

Blaidd is located at mistwood ruins. Sellen at waypoint ruins, but she doesn't walk/lurk. Maybe it's talking about the night calvary...or Boc, he's on the roads of limgrave. Then again, could be Blaidd since he's searching for that bloodhound knight at the gaol along the road.
