As the guy who posted about ng+ said; with the new update the bearings you turned in to the husks stay with the husks at next play through. You will see these items in the original location next play through but not in your inventory because they don’t duplicate. Meaning the bearing is already with the husks. You technically don’t need to go get them again.

So everyone who started a ng+ and can't find the bell bearings it's because they made these permanent through ng+ u will only need to get each 1 once per save file since patch 1.05 go check the merchant I'm sure you can buy it

At some point after turning in either this bell bearing, or the Glovewart 3 bearing, I unlocked infinite Ruin Fragments from the Twin Maiden Husks. I don't know where they came from or what triggered them appearing in the shop. Maybe story progression. I beat Fire Giant but not Maliketh. Either way, I'm happy to have infinite Rainbow Stones to drop everywhere without having to farm them from the Divine Tower of Liurnia lol
