The ''where to find'' on this page is wrong. These are a slightly rare drop from the sorcerers in Raya Lucaria, I farmed them for about 30 min until these dropped.

I farmed these off the sorcerers in Raya Lucaria after the debate hall bonfire, can confirm that they drop the entire set minus the helmets which are found around the area.
To farm sorcerers, go to the Debate Parlor site of grace in Raya Lucaria Academy. Head west and down the stairs towards the balcony with the stone astrolabe, there are 3 sorcerers + 1 white-robed sword mage (who drops different loot), and then head down into the room with the warrior jar, where there are 3 more sorcerers. If you're quick you can warp out before the jar fully aggros you. If you really want, you can head down the stairs again to find 2 more sorcerers and 1 more white-robed sword mage.
