Also found it. Used margits shackle to knock it down while standing under the waterfall south of ellac river dowstream grace.

This is found in a jar hanging off a cliff-side waterfall south of the Ellac River Downstream Grace. If needed I can post a link of of me finding and breaking the jar in question.
As was mentioned, it is near a waterfall in Charo's Grave. The one near the Ellac Furnace Golem and a nearby Forager. There is a large rock outcrop that passes over the river near the waterfall and from the backside you see the pot hanging from a chain near the base of a suspended stone. Shoot with bow or such to knock it down.
