From Birdi
This Bell Bearing can be found by killing the Merchant in the Mountaintop of the Giants, just south of the ledge near Stargazer Ruins. The easiest way to reach it is by starting from the Snow Valley Ruins Overlook site of grace, and head towards the ruins through the western bridge, then follow the western ridge down a path to the merchant.
Regret flows through my veins, for I have committed a sin against not only the lands between but also myself. I feel nothing but the grudging eyes of thousands piercing my skull for I have killed but a humble merchant who wanted nothing but solitude. I cannot live with myself after the actions I have done, My guilt weighs down heavier than the weight of all the bodies fallen by the shattering. The burden I carry is permanent like a brazing iron's sign upon mine skin, with unbreakable chains digging into my flesh, reminding me of the pain I caused to an innocent soul for my own greed. Blood was spilt, and a life was taken for the convenience of a bell bearing just for a shorter walk for bolts. If the greater gods looked at me for the crime I partake in, no punishment would be great enough to atone for the blood. Sorrow flows through my head like an endless waterfall of misery.... I am sorry lands between, I am no Elden Lord......
