Rogier's Letter is an Info Item in Elden Ring. Tutorial items provide information about how to add Skills to your Weapons, Crafting advices, Combat tips, and more. They can be obtained through exploration and looting, dropped by specific Enemies or Bosses, or purchased from NPCs
I forgot to tell you, but it seems D has a younger brother.
I heard he lies in a deep sleep in the aqueduct beside The Eternal City of Nokron.
And it's said he stood before the Prince of Death not far beyond that spot.

Obtained from Rogier's corpse in Roundtable Hold after he passes away.

At this time it's unknown what trigger causes Rogier to fall asleep and then die after a while.
Do Sorcerer Rogier's questline up until stage 9 on his page, which states-
"Ranni will now allow the player to become one of her vassals and begin her questline. Returning to Rogier results in him warning the player that he is worried he will fall into a deep slumber - he is on the brink. Resting at the site of grace will in fact show that now he has fallen into the slumber he spoke of."
I confirmed resting or traveling immediately after he states such, that he will be unresponsive and have flies around him the next time you come back, he still is not dead after multiple trips immediately to and from the roundtable hold to test it but will also update when he does.
UPDATE: About 12 real hours, 4 travels and no rests, I did the Converted Tower and Road's End Catacombs and discovered the Revenger's Shack Site of Grace, ported back to the Roundtable Hold for the 5th time to upgrade weapons and continue Ranni's quest to talk to Blaidd in Siofra region after doing Rogier's entire quest, and he has JUST NOW appeared dead. It seems it may just be time based for when he dies as those were the last 2 things I had not explored before going to Altus Peninsula. -Zeeningg

AnonymousRight after he "fell into his slumber" I rested at the Roundtable Hold grace and saw he had "flies" around him.
After seeing the "flies", I directly travelled between four sites (Beastial Sanctum, Bridge of Iniquity, Redmane Castle Plaza, The Four Belfries) and upon returning to the Roundtable Hold he was dead with his loot available.
It seems the timer is based on the in-game time and not real world time. It took me under a few minutes to travel to all four sites and get his loot.

I never spoke to rogier again after our first encounter in the chapel in stormveil castle. I had no idea that he would appear on the balcony at the roundtable right after that encounter since I had no reason to go there because I already defeated the invader in the hall below pretty early on.
I have just found him sitting there in deep slumber, even though I didn't progress his questline past our initial encounter. I did however, finish Ranni's questline to completion and have defeated radahn and rennala in between then and now. I rested at the site of grace twice and returned to a dead Rogier where he dropped his set and rapier but NO LETTER. I rested at the grace one more time and now there's no trace of him. I'm guessing I can't progress D's questline without the letter and should not expect to get his armor. Can anyone confirm?

Everyone keeps saying you have to beat Radahn for Rogier to die but he died for me after I beat Rennala and havent touched Radahn yet. I think its just any story major boss.

The trigger for Rogier's death after falling asleep is D's death. You need to give D the Weathered Dagger you get from Fia, then reload the Roundtable Hold by saving/quitting or fast traveling. I beat Radahn after Rogier fell asleep, he was still alive, I gave D the dagger and reloaded, he was dead.

After he won't speak to you anymore, pass 3 days in game, warp to any grace outside the hold then warp back and his items should be there.

After he goes to sleep to make him drop his items you need to find his bloodstain to the right side of the massive skull after the lesser ulcerated tree spirit fight in the basement of stormveil castle (you can get there from the liftside chamber grace site and going down to the rats before the tree spirit fight).... REST AT A SITE OF GRACE then return to the roundtable hold and the bellbearing, his set and the letter will be on his corpse.

. If you go to rannis rise then on top talk to mini ranni doll thing at the new grace site. Then travel to the roundtable hold and reat there he dies and u can pick up the items

all you have to do is pass time 3 full day cycles in game and rogier will die after he falls asleep

After you've completed ranni's questline and picked up her gear at renna's rise, he will be dead

Alive in my bf’s game after radahn fight even still talking. For me roger stopped talking before radahn and when I went back to roundtable after freeing blaidd/talking to iji/activating meteor hole, he was lootable. Trigger nokron hole=dead roger trigger?

Missed his quest series. At the end of the game I went and saw his death and then spoke to him at roundtable hold, he was fast asleep. After returning later I discovered he was dead which is awesome because I wanted that sweet loot.

Yesterday I was wondering if there was a way to somehow save Rogier. Damnit.
The only mayor thing I did today, aside from killing random mobs, was talking to him about Blaidd's death, maybe it's not the trigger but if it can get us closer I'll help

The trigger for Rogier's death seems to be meeting Ranni at 3 Sisters location
guys please rogier died and he drop bell amd set but he didn't drop the letter I don't know why
