Found sitting by a campfire near the Castle Morne Rampart Site of Grace in the eastern side of Weeping Peninsula. This is along the main road you take from Limgrave.

Location on interactive map is wrong. This NPC is next to the Castle Morne Rampart campfire.
Started out as Wretch, This guy set me up with all my gear, The scale amour, thr bastard sword, a shield, a torch and even a crossbow, He even sold a talisman to boost health, The guy might have a few words but he's my biggest sponser in the game
