I can confirm that it doesn't matter if you drink it before or after summoning, the effect with activate either way.

I can also confirm that Golden Vow stacks with this effect, from what I saw both together feel like they almost double spirit ash damage entirely, I tested with a +9 that did 140 or so before the buff, dealing about 280 or more after both buffs were applied, pretty potent and should give Ashes the edge they need in higher NG+ runs.

From what I can tell it only gives your Spirit Ashes ~7-8% more damage for 180 seconds. That's a lower damage buff than Golden Vow or Commander's Standard. Considering it's competing against a other far more useful Crystal Tears I'd say it's in dire need of a serious buff.

Tested this with Captain Huw +0 (one of the new ashes) on the Gatefront soldier closest to the grace by walking past him so he turns around and doesn't block the ash's attack.
-Without the tear, his flying attack did 35 damage.
-With the tear, his flying attack did 38 damage,

Also tested with the Gravebird +0 ash:
-Without the tear, one of his ghostflame balls did 37.
-With the tear, one of his ghostflame balls did 39.

So the buff seems REALLY SMALL.
