Carian Regal Scepter is a Glintstone Staff in Elden Ring. The Carian Regal Scepter scales primarily with Intelligence. It is a good Weapon only for characters with the highest intelligence, commonly used by sorcerers or any other magic build as their catalyst.

  

Magic scepter of Rennala, Queen of the Full Moon. The glintstone is known as a Carian Blue, enhancing full moon sorceries.

Only those of the highest intelligence may wield this, the finest of all glintstone staves.

Sorcery Scaling is based on Int stat. The Int of the character with the staff equipped at the time of posting the Sor Scaling is located in the (Int) to the right of the scaling amount. This will help to give a general idea of what staves are better at various Int levels until MAX is achieved.

      The best staff for Carian Knight fashion wise. Not only it seems to be made of the same silver-ish metal, but it also features the same bright royal glintstone that can only be found in their gear. Which kinda makes me wonder... Why weren't they provided with an appropriate staff as well? The guy defending Rennala seems to be using one of the dedicated Carian staves - either sword or glintlbade one, but they just don't look great with their armor set: the glinstone colour is off no matter which one you use, and its just weird that a KNIGHT, especially of such legendary esteem, is using a random stick as his special weapon.

      What i'm saying is: there should've been a lesser version of this staff, made specifically for Carian Knights. Lighter, smaller, maybe some 40 INT requirement to use instead of ridiculous 60, maybe with a gimmick of buffing ALL of the Carian spells, maybe providing extra casting speed when using Carian spells and Carian spells only... Oh well. It is what it is.

          Is it worth it to use two staves, each in one hand and cast full moon sorceries? It would boost moon sorceries by 20 instead of 10 percent, as far as I found out. Anyone using this?

            massively underrated aow. some cocky player will rush you thinking you're an easy kill since you're a mage with no melee weapon in the offhand and get blasted for 1000 damage for thinking WRONG. also good in pve too.

                Considering this is the Carian Regal Scepter, it should also boost all the Carian Sorceries (both the glintstone and glintblade ones) by 5-10% or something like that

                  i actually think crs may need a small buff, yes, it doesnt have a 50% more fp cost debuff, but if u use this and need an extra hit to kill target, the cost may actually be more than lusat. And even when u overlevel, lusat still has a use for buffing weapon, while this may be completely substituted by pod(except for weapon art). And the bonus for moon is less than jelly, so not useful for off hand unlike staff of loss. arc/int, fai/int got nice late game staff, why cant pure int has one with similar scaling that doesnt have a drawback?(maybe add more scaling past 80 or even 90, less than lusat until near end when they are equal)

                    The one weakness int builds have on every fromsoft game is how squishy they are in close combat, wich is why an aux weapon or melee sorcery is usually the norm, but this thing outright eliminates such weakness with a weapon skill that makes utter mockery of comet azur. On top of being a colossal tier blender at close range, it boosts full moon sorceries wich, once fired, nullifies all other forms of sorceries and incantations in it's path before blowing the general direction they're launched at to smithereens and whatever survives gets a magic absorption debuff that leaves it even more vulnerable to your build's entire arsenal (this is done by the worst moon sorcery btw). All of this without compromising fp consumption, hp or defense.

                    60 int requirement? Quite fair for the perfect staff.

                    • In the base game, I used the Carian Regal Scepter once I reached 60 Intelligence and it served me really well, and then I eventually switched to the Lusat Staff (+Primal Glinstone Blade Talisman) when I reached 80 Int and when I felt like I was in a good place in terms of FP, Health and how much damage I could take and thus felt like I could handle the few downsides of the two items I've just mentioned in exchange for the extra sorcery scaling Lusat provides (I also think it simply looks the best, aesthetic-wise, so I wanted to make the change). I know some people just go with Lusat straight up without the Primal Glinstone Talisman, but I prefered it that way and it worked for me. So that was my set-up going into in the DLC as well, and I was fairly satisfied with that. However, while testing some damage stuff in the DLC, I found out that the "damage negation debuff" from the 'Magic Scorpion Charm' is quite heavily mitigated by the Scadutree Fragments bonuses we get and I was quite surprised by that? It's not totally mitigated, of course, but looking at my various defenses on my Status Page, they more or less drop by ~3.7 points only while the talisman is equipped. That's honestly...nothing. I can live with that and can always wear slightly better armor in a worse case scenario (currently wearing something very light #FashionSouls) to get those few points back up. And so I've tested (in the DLC) "Lusat Staff + Primal Glintstone Blade" vs "Carian Scepter + Magic Scorpio Charm" and the Carian combination ever-so slightly out-damaged the Lusat one (like by 9 points, so let's just say it's essentially the same damage). That is also the case in the base game, however the damage negation debuff from the Magic Scorpion Charm isn't really worth it imo as it's quite steep in the base game (drops by way more than 3.7 points there). However, in the DLC, with what I assume is the Scadutree Fragments impacting the math differently, it becomes way more viable. And obviously getting that HP back from unequipping the Primal Glinstone Talisman is super useful in the DLC as well, as you can imagine. So I might switch back to the Carian Scepter for the DLC. I thought about sharing that in case anyone was in a similar situation to mine.

                        Did they buff this with most recent patch? I just hot invaded by a mage who did nothing but spam the spinning weapon skill. Once one hit connected, it true-comboed into itself until death. Couldn't roll at all.

                          I think a good addition would be to make it boost cold sorceries by 10 percent too. Same with the hat that pairs with it.

                            "I'll try spinning - that's a good trick."

                            The spinning weapon skill on this really rocks with high int, can melt a lot of annoying enemies that close in by hitting them repeatedly with it and stunlocking them while they are getting hit. With this skill it is rarely necessary to switch to the good old moonveil.

                              So if this staff is in your left hand and you have a melee weapon in your right then this ash of war will be your L2. This will prevent you from using something like glintblade phalanx on a thrusting sword in your right. Most other staves have no skill as an option. This means you'll have to switch your left weapon on the fly to cast your desired ash of war on your right hand weapon.

                                  How to make this absolutely and utterly busted:

                                  1. Make a pure int build at lvl 125
                                  2. Wear Rogiers Set for the 8% buff to the AoW
                                  3. Have Shard of Alexander, Rotten Winged Sword Insignia/Millicent's Prosthesis, Radagon Icon, and Graven-Mass Talisman
                                  4. You must have Carian Piercer as a sorcery, all other slots are for your choosing
                                  5. Use the scepter's skill twice and then right after a Carian Piercer for an 8- hit roll-catch combo that can do over 2000 damage.

                                    This is the best staff for pure sorcerers (no weapons, only spells) as it maximizes your FP potential while still outputting ungodly damage. If you’re using a weapon and FP is secondary to your AR, Lusat’s is probably better for buffs due to slightly lower requirements.

                                      Cool detail that I, at least, never noticed: this scepter is actually a sheathed sword. You can see the hilt at the top. Be sick if a DLC weapon was just this backwards used properly as a sword.

                                        At 70 intelligence it outperforms all other staffs when casting Carian magic Loretta's and Primeval magic (Except for Lusat's ofc)

                                          After extensive Pure Intelligence Invasions at Level 150, this is my favorite sorcery catalyst Fromsoft has ever done. In Dark Souls 3, the biggest pain of that game was stamina management and the lack of of a valid melee spell. If they were a really good player the pressure was never off you and the fight would devolve into a Moonlight Greatsword melee or whatever your weapon of choice was as a mage.

                                          In Elden Ring, you have alot more melee options as a mage down to where this catalyst is a threat on its own. With this, I don't even carry a weapon, and light roll while blasting comet, start shower, shard spiral and just wreaking chaos. Eventually, the host and phantoms will attempt to run you down and from there you have the trump card and beauty of Carian Regal Scepter's spinning weapon. Oftentimes, you can use it twice in a row and will roll catch the panic roll and kill your target. I don't care about pumping out maximum damage from Lusat's Glintstone Staff. The ability to get everyone off you regardless of what spell you have on is priceless. They did Sorcery so good in Elden Ring.

                                                Remember you can offhand this thing to increase damage of full moon sorceries and in ng+ dual wield it. Granted moon spells aren't all that good but hey you can have 2 types of sorceries buffed at once

                                                  Favorite thing to do with this staff is use Collapsing Stars to pull people in before seamlessly revving up the Carian Regal Blender. Melee Mage has a LOT of options.

                                                          any idea what i should use before this one? i was thinking to go with the Meteorite Staff for that time but i think at level 50 that staff will hit like a wet noodle, because while good for the early game you cant upgrade it.

                                                              The page mentions the lusat's glintstone staff as strongest, but isn't prince of death's staff better once you bring faith up to high levels? Obviously 99 INT is 89 levels easier to get than 99 INT/99 FAITH, but if you have the patience for that wouldn't you see better results? (excluding sorceries like Scholar's Armament that only look at INT scaling and assuming you don't mind that being level 250-300 means you have far fewer matches in online play)

                                                                  Fun trivia: Caria existed in real life; it was the name of a region that was located in the southwest part of Asia Minor along the Aegean coast, and was populated by Ancient Greeks. One of the most famous Carian contributions were the Mausoleums, their name deriving from the Carian ruler Mausolus. After he died, his grieving sister Artemisia II (to whom he was married to) had a magnificent tomb built in his memory, which was so impressive that it set the standard for grand sepulchral monuments for over 2000 years, and was one of the 7 wonders of the ancient world. The fact that in-game we have the Caria Manor, a walking Mausoleum not far from it, and knowing GRRM's love for brother-sister incest, makes me think the Elden Ring Caria is a reference to the real life Caria.

                                                                      Just realized that the Spinning Weapon ability on this also activates Rotten Winged Sword Insignia + Thorny Cracked Tear. You can quite literally rev up all your damage by getting a good spin or two in. Even melee sorceries like Carian Slicer and Adula's Moonblade can active these effects too! This scepter was already my favorite staff by far, but it just keeps surprising me with how useful it is as a staff and weapon.

                                                                        Was the spinning weapon skill nerfed, are people exaggerating a bit or am I missing sth?
                                                                        A magic infused straight sword in the offhand actually dealt more damage to everything I used it on for zero FP. (65int, carian regal +6, magic noble slender +15)

                                                                        Considering how everything can stunlock you with zero invincibility frames and multiple hits per second, the spinning weapon didn't hit as mamy times as I imagined it would (based on the anination).
                                                                        Assuming carian slicer would deal better damage too and come out quicker.
                                                                        Maybe as an emergency skill when there't no time to switch skills...

                                                                                    despite all staffs having str scaling and the aforementioned 3 with dex scaling it has no effect on the staffs ability as casting tool (outside the bonus to cast speed) or as a bonk stick the scaling seems to be there for the sake of being there.

                                                                                        Does anyone know how much poise damage the weapon skill does? When I fought Malenia I noticed that my mimic-tear kept breaking her poise when they used this weapons skill. So I tried it and omg, it does so much poise damage. I was able to consistently have a perfect first phase on Malenia because I would just spin my staff in her face and there was literally nothing she could do about it. I was using dual katanas and my normal light attacks did 0 stagger, but this weapons skill could basically interrupt anything she did.

                                                                                          Using an other staff off hand boost the full moon sorceries by an extra 10%.
                                                                                          Tested with a +6 scepter, 79 int, magic scorpion charm, magic cracked tear (the +25% magic damage one) and magica terra.
                                                                                          2308 damage without off hand staff.
                                                                                          2539 with off hand carian regal scepter.
                                                                                          So 2539/2308 = 1.10008... extra 10% damage

                                                                                                                        Not gonna lie, I totally got this thing solely because of its high stat requirements and assumed it would be an absolutely beastly catalyst. But I always use catalysts in my left hand, so I didn't realize its truly beastly attribute was its weapon art. It wasn't until numerous battles against Melania did my Mimic Tear show me what it could do: it endlessly stunlocked Melania with Spinning Weapon while I bled her to death with Moonveil. And thus was my first win against the rot queen.

That's not a moon, that's a nuke when standing in Terra Magicus. Add in that delicious Cerulean Hidden Tear in your Wondrous Physick for profit.
