Carian Regal Scepter is a Glintstone Staff in Elden Ring. The Carian Regal Scepter scales primarily with Strength, Dexterity, and Intelligence. It is a good Weapon only for characters with the highest intelligence, commonly used by sorcerers or any other magic build.
Magic scepter of Rennala, Queen of the Full Moon. The glintstone is known as a Carian Blue, enhancing full moon sorceries.
Only those of the highest intelligence may wield this, the finest of all glintstone staves.

- This weapon cannot be infused with Ashes of War, nor enchanted with Magic.
- Carian Regal Scepter can be upgraded by using Somber Smithing Stones.
- Boosts Full Moon sorceries by 10% which includes Rennala's Full Moon and Ranni's Dark Moon.
- The Spinning Weapon skill on the Carian Regal Scepter appears to differ from other applications of the standard Spinning Weapon Ash of War in that it is projected more forward with spiraling blue particles behind. Deals magic damage that scales based on INT or sorcery scaling unlike the ash of war you can infuse on other staves. Affected by Magic Scorpion Charm.
- +10 gives Sorcery Scaling of 373 at 80 INT.
- The second-most powerful staff, and the most powerful non-fp-cost-increasing staff, for players with 69 intelligence or above.
- Lusat's Glintstone Staff always outdamages it, but increases fp costs by 50%.

Sorcery Scaling is based on Int stat. The Int of the the character with the staff equipped at the time of posting the Sor Scaling is located in the (Int) to the right of the scaling amount. This will help to give a general idea of what staves are better at various Int levels until MAX is achieved.
This upgrade can't be enchanted with Magic or boosted with Consumables. The Sorcery Scaling displayed on this table shows Minimum Requirement and Intelligence 80 as xx-yy.

The page mentions the lusat's glintstone staff as strongest, but isn't prince of death's staff better once you bring faith up to high levels? Obviously 99 INT is 89 levels easier to get than 99 INT/99 FAITH, but if you have the patience for that wouldn't you see better results? (excluding sorceries like Scholar's Armament that only look at INT scaling and assuming you don't mind that being level 250-300 means you have far fewer matches in online play)

Fun trivia: Caria existed in real life; it was the name of a region that was located in the southwest part of Asia Minor along the Aegean coast, and was populated by Ancient Greeks. One of the most famous Carian contributions were the Mausoleums, their name deriving from the Carian ruler Mausolus. After he died, his grieving sister Artemisia II (to whom he was married to) had a magnificent tomb built in his memory, which was so impressive that it set the standard for grand sepulchral monuments for over 2000 years, and was one of the 7 wonders of the ancient world. The fact that in-game we have the Caria Manor, a walking Mausoleum not far from it, and knowing GRRM's love for brother-sister incest, makes me think the Elden Ring Caria is a reference to the real life Caria.

Just realized that the Spinning Weapon ability on this also activates Rotten Winged Sword Insignia + Thorny Cracked Tear. You can quite literally rev up all your damage by getting a good spin or two in. Even melee sorceries like Carian Slicer and Adula's Moonblade can active these effects too! This scepter was already my favorite staff by far, but it just keeps surprising me with how useful it is as a staff and weapon.

Was the spinning weapon skill nerfed, are people exaggerating a bit or am I missing sth?
A magic infused straight sword in the offhand actually dealt more damage to everything I used it on for zero FP. (65int, carian regal +6, magic noble slender +15)
Considering how everything can stunlock you with zero invincibility frames and multiple hits per second, the spinning weapon didn't hit as mamy times as I imagined it would (based on the anination).
Assuming carian slicer would deal better damage too and come out quicker.
Maybe as an emergency skill when there't no time to switch skills...

Does anybody else find it odd how this staff, staff of loss and carian glintblade staff have dex scaling when the rest don't?
despite all staffs having str scaling and the aforementioned 3 with dex scaling it has no effect on the staffs ability as casting tool (outside the bonus to cast speed) or as a bonk stick the scaling seems to be there for the sake of being there.

Does anyone know how much poise damage the weapon skill does? When I fought Malenia I noticed that my mimic-tear kept breaking her poise when they used this weapons skill. So I tried it and omg, it does so much poise damage. I was able to consistently have a perfect first phase on Malenia because I would just spin my staff in her face and there was literally nothing she could do about it. I was using dual katanas and my normal light attacks did 0 stagger, but this weapons skill could basically interrupt anything she did.

Using an other staff off hand boost the full moon sorceries by an extra 10%.
Tested with a +6 scepter, 79 int, magic scorpion charm, magic cracked tear (the +25% magic damage one) and magica terra.
2308 damage without off hand staff.
2539 with off hand carian regal scepter.
So 2539/2308 = 1.10008... extra 10% damage

Not gonna lie, I totally got this thing solely because of its high stat requirements and assumed it would be an absolutely beastly catalyst. But I always use catalysts in my left hand, so I didn't realize its truly beastly attribute was its weapon art. It wasn't until numerous battles against Melania did my Mimic Tear show me what it could do: it endlessly stunlocked Melania with Spinning Weapon while I bled her to death with Moonveil. And thus was my first win against the rot queen.

Can confirm that wielding 2 of these at the same time stacks the damage bonus on Lunar/Moon Sorceries. That's not a moon, that's a nuke when standing in Terra Magicus. Add in that delicious Cerulean Hidden Tear in your Wondrous Physick for profit.

I mostly use sword sorcery like the phalanx for style points together with the sword-spell boosting staff. now my question is, if i were to use the regal scepter at max int both at max level, would it outperform the sword staff even with the boost?

The Spinning weapon on this is insane. I just tested on the heavily armored teleporting knights at Sol Castle and it stun locks them and allows for repeated shredding. 3 uses and they die. Even with their shields up, they are helpless.
I was not expecting that from a little spinning staff. It would be OP if it activated faster.

Best staff only after 68 INT (ignoring Lusat's), below that the Academy Glintstone Staff gets higher scaling. At max upgrade, 68 INT, both Academy Glintstone and Carian Regal have 321 sorcery scaling. At 69 INT, 323/326 Academy/Carian Regal. At 80 INT, difference increases to 345/373. So if you don't plan to go above 68 INT, you're slightly better off with Academy staff. Unless you just want the cool spinning art.
I don't meet the Dex requirement (when I equip it says "Unable to use this item effectively with present attributes"), but it has normal Sorcery Scaling (373 with 80 Int). Maybe you only need to meet the Int requirement?

My most used mid to late game staff and another voice confirming that using this in your left hand allows you to use right hand Weapon Arts with L2; additionally, you can quickly 2-hand this staff to gain access to its Spinning Weapon as well, giving you even more options. I'm in love.
The higher your Intelligence the sooner you can replace the Meteorite Staff. Carian Regal Scepter is "backloaded" gaining more sorcery scaling from 60 onwards to 80 Intelligence than many other staves. 3rd best damage staff for high Int after Prince's of Death and Lusat's, afaik. Worth noting even though its called "Spinning Weapon" the skill is a different, flashier variant that Rennala uses during her fight. Deals more damage, scales better and has more range that the default Spinning Weapon AoW.

Used the meteorite staff until I got this staff to +7. It then out scales the M for all spells minus gravitational. You can always carry the M in your off hand to reap the benefits of the gravity spell buff.

Fairly underrated or mentioned staff in my personal opinion because everyone and their mom will preach Lusat's because it's the highest damage despite its poor FP efficiency, or Azur's for the speed.
This is definitely my staff of choice for anyone because it has no weakness when paired up against the other two. The damage boost from Lusat's, in my opinion, is overrated and not necessarily worth unless you're going absolutely pure sorcery and pump mind, or you're going for the Comet Azur nuke strat. To be clear, I'm not saying Lusat's is bad at all, but the FP cost is very hefty and hard to justify for the average sorcerer set-up, especially hybrid builds.
Azur's is also okay, the trade-off is more fair here (but you can still off-hand it if you really wanted to).
Overall, this is the best general stave for a sorcerer that you can upgrade from Meteorite Staff into. There's really no going wrong with it since it has no cons (aside from the heavy int cost, but most people will go 60 or more anyway on Sorcery builds). It beats Meteorite out only at +7, but that's perfectly fair considering it's one of several end-game options you can still obtain fairly early into the game. The weapon art, like others have mentioned, goes super hard for absolutely no reason and I love it.

The ash of war of this staff is actually really good for tanky enemies or shielded enemies. especially those heavy armored captain with shield on Leyndell. it deals 4 hit with around 300 dmg each (60 int, + 9 staff). Each hit staggers. If your pebbles deals little damage due to shielded enemies, this is your FP saving alternative choice

Does anyone else think this stave looks identical to the coiled firelink sword, but silver and beautiful? It seems similar to how the Lord of Cinder boss would hold his version for magic. Plus, spinning is a fine magic trick on its own at parties. :D
I would rather use this over luset's if I can't replenish flasks in the level. Possibly even in PvP. 50% mana cost is a lot for only like 60 more sorcery scaling which is like 18% more damage.

An outstanding weapon for those with the intelligence to use it. It may not be as strong as Lusat’s, or as fast as Azur’s, but with excellent scaling and no additional cost to FP, it is a superb general use weapon.

After hitting 68 Int the scaling factor make it deals more damage and outshine the Lusat&Asur eventho lusat and asur have better sorcery scaling. it also does not increase FP, which is good, and have fun weapon skil to use compared to boring no skill of lusat and azur. it also enhance rennala fool moon compared to lusat and azur that have no passive boost.

The Ash of War for this staff is only useable if it is in the main hand or being two handed. So, you can hold it in your left hand and be able to use the Ash of War for a main weapon regardless if the main weapon is being two handed or not, just incase anyone is worried about it

Holding this in left hand does NOT override your right hand weapon art. I thought it would be like a shield and L2 would just use it's WA however it doesn't so don't worry about WA on this thing. Useful if you're wielding something like Moonveil and use WA often so no need to two hand.

Note: the weapon skill "spinning weapon" is NOT a regular ashes skill that you add to other weapons. It cost 20fp (the regular one is 12) and it does increase damage with increase range (about straight sword length) it does about 1200dmg if all hit hits (tested with a lvl70 mage, 70 sorcery)
Added the bit about the Ranni and Rennala's full moon so players don't have to search around to figure out what a full moon spell is.

This thing's weapon art actually does a surprising amount of damage (1k+ with all hits at 70 INT and +10 on a normal dragon). Other staves that are given the spinning weapon ash do not get the magic effect. Still hard to recommend actively using it since you need to be main handing or swap to 2 hand but if you're insane enough to want to do staff only run then there ya go

I'd say the Best Staff in the Game for sure... However , you do need a Hefty amount of INT and need it as +10 Fully... ( If your character reaches the 68 INT &/or above so 69 , 70+ INT this staff is the Best out there ). It also has S scaling when hitting the Scepter at +7 , so its pretty good. Only difference is the Lusat's or the Azur Staff ( Sacrificing more FP for more damage with Lusat Staff , or Sacrificing FP for quicker casts with Azur staff ). However when reaching 68+ INT the Regal Scepter is much more stronger plus with Rennala's Full Moon it can 1 Shot minor Bosses and any enemy type mostly.... With basic Med-High INT i suggest having Lusat as it only requires 52 INT , and Azur requires just 36 INT for quicker Casts... So in Conclusion , this Regal Scepter Staff is only much much better when hitting 68+ INT and having the Staff +10 Fully upgraded , otherwise Lusat's staff would still shine from 52 INT uptill 67 INT that's alot of levels. ( So basically you need Exclusive 16 levels Extra from INT in order to outshine Lusat's staff , plus having 70 INT with Rennalas Full Moon spell is a Hardcore Spell which would make any NG+ attempts go easier ). At 65 Int Academy Glintstone Staff +25 has 314 Scaling while Carian Regal +10 has 308.
At 60 Int Academy Glintstone Staff +25 has 304 Scaling while Carian Regal +10 has 287.
I think you need around 68 Int for Carian to be better.
