Given that these dont have anything in their flavor text relating to Lusat specifically AND that Lusats set can be found at the same time as Azur’s, which doesnt have leggings, i think the idea is that these can be considered part of either set, despite being found on Lusat. If thats the case, the using these with Azur’s set results in IT being the set with the highest magic resistance in the game.
