After testing for several hours. I am pretty sure item discovery is bugged for the spider scorpions, inquisitors (cleric guys), and big inquisitors (don't know what they are technically called). I used cheat engine to modify item discovery to rates that are not normally attainable. And no matter how high it was, these enemies were never guaranteed to drop anything. These seem to be the only enemies that are not affected by item discovery. As the item discovery multiplier guarantees drops from every enemy that has a drop. Except these specific enemies.

The drop rates for these are probably around 1.5% for the small Spider-Scorpions and 2.5% for the big Spider-Scorpions.
I did 100 runs of farming these guys (200 big ones and 1300 small ones) and got 12 from the big guys and 47 from the small ones.
        The farming route:
        - Start at the Belurat, Tower Settlement site of grace and go right down the stairs. kill the 2 big guys on the left side and go down into the big room from the right set of stairs. Use Gravitas ash of war on the hanging Spider-Scorpions to drop them down. It's 2 big Spider-Scorpions and 13 (14 but gravitas doesn't reach one) small ones.

The drop rate on these is abysmal. I did 3 rounds of killing the scorpions in belurat at ~270 discovery and didn’t get a single one.
