So how I always saw the lore around this talisman was, you are to be Milicent's master who helps her on her way. And of course the double meaning is that it refers to Melenia and her master. A cool double meaning to this pretty talisman early game

Only reason to run this over Millicent's Prosthesis is in a situation where you are minmaxing armor and the .8 weight difference end up putting you under/over the weight limit. Rare, but it happens.

If we take this part literally it could mean that Malenia "bloomed" in a battle with her mentor. This would finally put the debate about Malenia's third bloom to rest since all 3 are accounted for in the established canon.

As others have said, it's possible that the person referenced in this talisman is the same one mentioned in the Blue Dancer Charm and Flowing Curved Sword.
To add to this, the Blue Dancer Charm resembles the Warrior class's starter gear(Blue Cloth set) and the item description for said gear also uses the "flowing water" analogy to describe the wearer's swordsmanship. It's more of a stretch but the helmet for the set mostly covers the wearer's eyes, possibly alluding to the swordsman referenced in the Blue Dancer Charm being blind. The Flowing Curved Sword also describes it's original owner as being garbed in blue.
I don't think the implication is meant to be that the *player* is the master swordsman but perhaps the nomadic warriors all wear similar garbs much like the nomadic merchants, or maybe the armor worn by the player was inherited from the person in question.

This is most likely a reference to Malenia and the flowing swordsman from the Blue Dancer Talisman and probably the Flowing Curved Sword.
Shame we don't have more information on the latter, apparently they were quite the badass and sealed away a god where the Lake of Rot is currently.

Is this is reference to Millicent or Malenia? Or someone completely unrelated?
I don't think it's Millicent because it sounds like she lost her arm recently and the mention of wings does match up with Malenia's weapon description. I wish I knew more...
Found a bug? Unsure if it's specific to this talisman or not. The +5 dex is completely removed when invading. I realized when I suddenly didn't have the stats for my Dragon King's Cragblade. Not specific to that one invasion either, it was 100% of the invasions.
