I assume it's poise change is for a colloseum ranking-reward system that will come with the first DLC

Still not in the game, BUT, its poise was updated in version 1.07 which means that unless the poise changes were a universal multiplier for all sets (e.g. increase all armor poise values by x%) bar certain armors, that means that it will probably be added later since they intentionally adjusted the poise values as otherwise that would a waste of time.

I feel like this might be dlc content that was never intended to be in the base game but for some reason was left in the files, this set is most likely part of the pvp arena dlc we are hopefully getting. there is one of those ghost guys outside of the arena in limgrave that I'm fairly sure is wearing this

As another comment here mentioned, the spirit NPC sitting outside the coliseum in Limgrave wears this armor set. My assumption is that this armor set will be obtainable in a DLC or update. It was likely worked on and finished for the full game, but moved to a 'PvP centric' DLC similar to the Arenas introduced in the Artorias of the Abyss DLC for DS1 and the Ashes of Ariandel DLC for DS3. There's a fair amount of speculation regarding the coliseums as they the most prominent areas in the game that are inaccessible. It's not uncommon for FromSoftware to work on multiple projects at the same time (Bloodborne and DS2 were developed at the same time, and Elden Ring began development right after The Ringed City DLC in tandem with Sekiro) so it's entirely possible that the first DLC for Elden Ring has already been in development months before the game was released. This armor set was likely just left in the batch. In other words, I have high hopes that this will eventually be obtainable, probably through advancing a questline related to coliseums battles, or just found sitting on a corpse inside the Limgrave coliseum.

In patch 1.03 they decided to delete the Ragged set from the game, likely because it was a prototype for Yura's Ronin armor, speculation aside however they did not delete this one as far as the patch notes say. BraveBoys stay punished it seems.

For anyone interested, pretty sure this is the closest thing we have ever gotten to a Scottish highlander inspired set. Saddens me we cant get it. I hope they add it in.
If anyone has a clear, high-res screenshot of them wearing the set, it'd be appreciated as a stand-in until where ever Fextra gets their set screens from.

This is cut content / not accessible to the player given that if you use CE to give yourself the set it appears in its own category, while normally armors are sorted to their respective armor class, this appears in a category by itself, similar to Millicents set.

every armor and weapon is obtainable whether by purchase, found or farmed. if an npc has the armor, even a spirit, then it has to be in the game somewhere. dlc is a possibility too. this set has pictures, 2 different helms, alternate chest piece and stats too. quite a lot for something unused
This set is DOPE. With the aristocrat headband it makes me look like a Scottish king. Too bad there's no way to get it legitimately though.

This set appears to be worn by the Frustrated Spirit in Limgrave right beside the doors of the Coliseum. Makes me think it is cut content but perhaps there is a way to appease the spirit and get the armor. I don't see why they would even leave it in otherwise but it's Fromsoft.
