Worth mentioning since nobody else did: You have to kill Radahn, be a registered card-carrying Ranni simp, get the Fingerslayer Blade from Nokron, and give it to Ranni in order to get the Carian Inverted Statue that lets you get to the bridge this guy is on in the first place. Oh yeah and you have to kill or maybe just survive (idk how easy it is to run past her without dying given how much she teleports) Preceptor Miriam to get through the first tower to the bridge to the actual tower.

IMO:
I don't think the Godskin outfits are ACTUALLY made of skin. Granted, I only really have one piece of evidence to work on, but it's not something flimsy or anything; In Dragonbarrow, you'll find these fields coated in this weird fungus... Said fungus is particularly white in colour, with red lining. While we don't see the red lining here (probably covered by the embellishments), they both bear the same leathery texturing.
... Again, that's just my take on the whole thing. I have yet to actually do a deep dive on the lore and such soooo... If I'm wrong, don't worry, I have yet to find out yet.

I don't like either godskin set. But I was messing about doing my fashion souls thing and I noticed something really funny and nasty at the same time with the godskin noble's chest piece. If you play around with the camera to get the closest look at the back you wont be able to deny the skin for that part was collected from some God's hairy arsehole. Honestly, go look then try to feel happy about wearing it.

The apostle's set is pretty ugly but this one is even worse. It looks like someone that's got a bit over enthusiastic at weight watchers and now instead of carrying a load of fat around are carrying a load of surplus skin.

I just tried this on and noticed that the back flap is someone's chest and torso, complete with body hair, nipples, and "outie" belly button. I am both impressed and repulsed by the level of detail on the Godskin sets.
