Official's Attire is a Chest Armor in Elden Ring. Official's Attire is part of the Bloodsoaked Set Armor Set, and is the cloth armor worn by Inquisitor Ghiza. Official's Attire is an armor piece worn over or around the player's torso to obtain an increase of defense and resistance. It also changes the appearance as well when it is equipped. Some armor pieces may be available to both genders but may be slightly different for male and female characters.

- From the Forbidden Lands site of grace, turn back and head towards the elevator. Face southwest before activating the elevator, and then watch for an opening to jump off into. Because an NPC wears it with the bandages? Plenty of NPCs, especially invaders, wear mixed armor. (E.g. Henricus or Magnus)
It would be one thing if they were found together, or had any connection in their description, but they’re found very far apart in completely unconnected areas and their descriptions or both detailed enough that the lack of any similarity is striking.

From a corpse seemingly guarding the door into the room where Blade is Calling (Melina's knife) is located. The description is a telling lore device that seems to be under-looked by many. A big clue to Melina's past.

You get this item at the elevator to the Forbidden Lands. When going up or down, it's an entrance on the side about 2 story up. Opposite to the Forbbiden Lands doorway
