The ruins can be found up the hill from the Moonlight Altar Site of Grace on the way to the Cathedral of Manus Celes. This location is accessible only after you have made significant progress in Ranni's questline.

Moonfolk Ruins Walkthrough
There is little of note in these ruins other than an illusory floor in the northeast section of the ruins where a path to an underground treasure room can be found.
Hit the floor to reveal the path and collect a Somber Smithing Stone (8) from the chest in the room. Beware when traversing the ruins as there are plenty of teleport-capable Noble Sorcerers as well as glintstone traps on the ground that burst into projectiles that shoot upwards upon stepping on them.
