The Highway Lookout Tower in Altus Plateau is found high above on a hill. Whether you are coming from Dominula, Windmill Village or the Capital Outskirts, you will need to go up to the eastern edge of the plateau and access the tower by jumping on the ruined ramparts on either side of it. Highway Lookout Tower Walkthrough

To access the tower, veer off the main road to the Capital Outskirts and head east onto the plateau it is sitting on. There is a mounted Leyndell Knight as well as several Soldiers guarding the fields outside the tower. Beware of the Catapults in the fields outside the Capital Outskirts gates. They can spot and hit you all the way here from certain angles. Jump up onto the destroyed ramparts on either side of the tower to get inside. On the first floor, there is a corpse hanging on a wooden beam that has 10x Hefty Beast Bones and the very top of the tower has a chest that contains the Greatbow.
